"Requesting the Joint Committee on Government and Finance to
conduct a study on developing Family Resource Centers as a service
delivery model for child/family services in West Virginia."
Whereas, a Family Resource Center is a community location where
a variety of services are accessible to families, may be school- based, is available to all persons in the community, may have
outreach and home visiting components, and should be locally
designed and locally governed by a parent advisory board; and
Whereas, the development of Family Resource Centers should
include a number of state agencies, such as the Governor's Cabinet
on Children and Families, The Department of Health and Human
Resources, the Department of Education, and representatives of the
local community, such as, parents, youth, and service providers;
therefore, be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is hereby
requested to conduct a study on the issue of developing Family
Resource Centers as a service delivery model for child/family
services in West Virginia and to make recommendations on an
approach to establish Family Resource Centers statewide; and, be it
Further Resolved, That the Joint Committee on Government and
Finance report to the regular session of the Legislature, 1999, on
its findings, conclusions and recommendations; and, be it
Further Resolved, That expenses necessary to conduct this
study and to prepare and report necessary legislation be paid from
legislative appropriations to the Joint Committee on Government and
Finance.
